CONSTITUTION AND BY-LAWS
ARTICLE I This club shall be called the "CLEARLAKE BASSMASTERS" ARTICLE II: PURPOSE To improve our skill as bass anglers through a fellowship of friendly competition and the exchange of expert bass catching techniques; to stimulate public awareness of bass fishing as a major sport; to offer our Fish and Game Department organized, moral and political support; to promote full adherence to all conservation codes, and to function as a dynamic and effective link with other bass clubs embracing the principles of good fellowship and sportsmanship. ARTICLE III: MEMBERSHIP Open to fishermen accepting our club's purpose. All boater members must be 18 or older, non-boater members of legal license age. Parity should be maintained between boaters and non-boaters within the general membership. At such time that non-boaters out-number boaters, no new non-boaters will be accepted for membership without new boater members Balance to be determined by tournament director(s). Minimum non-boater membership age may be 12 through 15 years with the following conditions:
Prospective members shall be placed on a probationary status. Conditions of probation will require the individual to fish one (1) tournament following his attendance at his first meeting before voting for membership can take place. The prospective member will be allowed to fish for points, which may be permanently allotted to them if they pass the probationary period. Voting for membership will take place. in the last ten (10) minutes of meeting and a yes vote by 2/3 of members present is required for acceptance as a member. The Secretary will notify the prospective member of the results. All boater members shall maintain public liability insurance on their boats. ARTICLE IV: OFFICERS AND ELECTIONS The officers of this club shall be a President, Vice President, Secretary, Treasurer, Librarian and two Tournament Directors. These officers shall be elected annually, by the membership. These officers will be the Board of Directors. ARTICLE V: MEETINGS Meetings shall be held on the first Tuesday of every month, January through December of each year. Board of Directors meetings and special meetings will be scheduled by the Board as needed. ARTICLE VI: AMENDMENTS AND RULE CHANGES The constitution, by-laws and tournament rules of this club may be amended at any regular meeting by a 2/3 vote of the members present, provided that notice of amendment or rule change has been presented to the membership at least one regular meeting prior to vote. ARTICLE VII: DUES (MEMBERSHIP) The membership dues shall be $40.00 annually, initially payable upon being voted into the club. Dues may be amended annually by majority vote of the club. Membership dues shall be payable at the beginning of each calendar year, and no later than the regular February meeting. Members joining prior to June 30th of said year will pay a full year's dues. Members joining after June 30th will pay one half annual dues. All tournament fishermen fishing for cash options or trophies must be paid current in their membership dues. ARTICLE VIII: CONDUCT REVIEW AND REMOVAL FROM MEMBERSHIP The Board of Directors may be conveyed as Conduct Review Board at the discretion of the President, for good cause upon receipt of a written complaint from a member in good standing concerning the action(s) of another member. The Conduct Review Board, following a hearing, may take any or all of the following actions: 1) no action, 2) continuance of the hearing, 3) impose sanctions or penalties it may deem suitable, 4) place a member on a 4 month administrative probation, 5) recommend a vote of no-confidence, or 6) make other recommendations to the membership. Upon conclusion of the probationary period, any member placed on administrative probation shall need a yes vote by 2/3 of members present for the reinstatement as a member in good standing. Notwithstanding the above, a member may be removed for good cause from membership by failing to attain a 2/3 vote of confidence of club members attending a meeting which is preceded by written notification to membership of intended removal from membership. ARTICLE IX: ORDER OF BUSINESS
ARTICLE X: ELIGIBLE TO VOTE As a paid member, you are entitled to one (1) vote, with the exception that a paid member must be present at least one (1) regular meeting prior to the vote. No proxies. ARTICLE XI: ELECTION OF OFFICERS The nomination of officers shall be held annually at the regular meeting in October. Elections shall be held at the next month's meeting in November by a majority vote of members present. Newly elected officers will take over office at the beginning of, the next calendar year, January. The terms of office will be one year. ARTICLE XII: ELIGIBILITY FOR OFFICE A. Have been a member in good standing for six (6) months. B. Have attended at least 2/3 of the club meetings and 1/2 of the club tournaments in the preceding six (6) months. ARTICLE XIII: VACANCIES OF OFFICERS Elections shall be held for vacancies, other than the office of President or one Tournament Director. If the office of President becomes vacant, the Vice-President shall fill the un-expired term. ARTICLE XIV: DUTIES OF OFFICERS A. PRESIDENT: The President shall preside at all meetings at which this officer is present, and shall exercise general supervision over the affairs and activities of the club. B. VICE-PRESIDENT: The Vice-President shall assist the President and preside in the absence of the President, shall handle publicity and public relations, and shall maintain historical records. C. SECRETARY: The Secretary shall maintain accurate minutes of all meetings and may draft and execute correspondence of the club. D. TREASURER: The Treasurer shall maintain accurate financial records and is responsible for collection of dues and disbursing funds. E. TOURNAMENT DIRECTORS (2): The Tournament Director(s) shall: Schedule and officiate over all tournaments and special events; and be official weigh masters; and record tournament results; and keep official time at club tournaments. F. LIBRARIAN: The Librarian shall maintain the video library and other materials and collect rental fees. |
